I think you will have to write some sort of generic agent, the lock
status is available as a criterion for indentifying the appropriate
ticktets.
You could use the module
"Kernel::System::GenericAgent::NotifyAgentGroupWithWritePermission" to
send out the notifications.

Something like: AGENT <foo> locked Ticket #123
