One other way I have tried it is to have OTRS send out an email based on conditional rules to a single monitored mailbox. In Jira, use the Jira Email This Issue (JETI) plug-in to monitor that mailbox.

You can use PostMaster Filter for building your own rules, use the available Package "Monitoring"
from ftp.otrs.org or the comercial Feature add On OTRSExternalTicketRecognition from otrs.com
Additional you can use some functionalities from EventBasedNotifications.
If you want to use this way manually just "forward" and "reply" to Jira System :)
