Why don't create just one user? It could be something like "Generic User", users@company.com. As they're phone tickets, OTRS won't send any mail to that address. At least I haven't seen any in my install. Obviously, you'll have to look for this user every time someone calls you. In the future, if you need to identify every call, you can begin to insert customers and look for them when you create a phone ticket.
