Maybe it is a file permission problem. Webserver user can't write /opt/otrs/var/log/TicketCounter.log (use bin/SetPermissions.sh).

/opt/otrs/var/log/TicketCounter.log.
Fix it with '/opt/otrs/SetPermissions.sh /opt/otrs
