I'm using Fedora core and no such file exists.

As far as I know, Apadche2::Reload comes bundled in with mod_perl. So I don't know why this is working.

APACHE_MODULES="..." in /etc/sysconfig/apache2
and restart.

Please take care of installing mod_perl, DBI
and Apache2::Reload before...
