Hi,
The URL looks like to be correct http://192.168.9.171/otrs/index.pl
You can change it in your Apache configuration file. Is your otrs user able
to connect to your database? Have you set the right permission with the
permission script from otrs?

I would say you are using a wrong passwort to get access to your otrs
installation.
user : root@localhost
pass : root
You should change the password after your first login or disable the user
and create a new one to administrate otrs.
