Actually you are not misunderstanding me.
 
The issue is to be able to collect data in a form based manner rather than just letting the ticket creator send an email.
 
I have tried to find some mention of something similar reading through the administrator manual as Andy Lubel suggested, but without any success except of the feature of OTRS to install "packages", which might include the features I seek.
 
Where can I get more info about the API OTRS has?

I probably misunderstand your question, but we have a form that sends the
results as an email to OTRS.
