I think my problem is the CPAN is regarding the home folder as "/home/msiadmin/.cpan/Metadata" I need to change this path to "/opt/otrs/.cpan/Metadata" which is the OTRS home folder. Anyone has any clue on how to change this?

I had run "sudo perl -MCPAN -e shell" and then run in CPAN I run "install IO::Socket::SSL" But I still see in ./otrs.checkModules that SSL socket is not installed.

You have probably installed the module in the .cpan directory of the msiadmin user. You should really install the library by running CPAN as 'root' so that it will be available to both the OTRS user and the web server user.
