[otrs] FAQ link in AgentCompose

I love in 1.3 that there's a link to open the FAQ window. But I would love it more if the window opened to /otrs/faq.pl instead of /otrs/index.pl&Action=FAQ This is because I want to copy the link from the appropriate FAQ article and paste it into the message to the customer.
