i just do sample test... on P3 866 with 128M RAM... when i submit a transaction, there spend almost 15 M RAM...and 2% process time..

No. Most of the components that are used are not linked to only one user. OTRS can be used with many users on normal machines. Please see the performance tunig section in our online admin manual.
