I would highly recommend to use GenericAgent to change some unique detail on the related tickets in combination with the Notification Event toolbox. Unf. this is only available to OTRS Administrators, not to normal Agents.
No, you can only change options on existing tickets with the GenericAgent. My recommendation is to change something on the related tickets and setup a notification (event) that is triggered by this change.
