Probably won't show up because the SLA reacts to a change in the service due to the on change of the Service field.
I don't have a good answer for you unless you want to make your own select/options (copy/paste from "View Source" from a working .dtl when you can pick the service.)

But I still can't access the SLAs that are linked with this Service (Standard).

I deleted the OTRS cache, my browser cache, logged in/out, still no go.
