What do you want to accomplish?
1) "Bounce" (Reject?) tickets?
2) "Forward" tickets to external address?

One way to do this:
  1. Create a new queue for external address.
  2. Create an agent for external address
  3. Assign agent and queue to a specific group
  4. set agent's preferences for this Queue as a "My Queue" and Notifications Yes
  5. Generic Agent move all relevant tickets to this queue.
What will happen? External agent will get x number of notifications that these tickets will now be in his queue. 

You can't forward (easily) everything about a group of ticket to someone in bulk, but you can link them to the tickets in bulk.
