"In one step" I meant make the upgrade in onbe phase and not make the upgrade from otrs 3.1.6 -->> otrs to 3.2 -->> otrs to 4.

Actually (since version 4 afaik) this file contains a link to the upgrade instructions:

There is no "single command" or "single step" upgrade in Linux, even if you use a package manager.
