It’s supposed to be automatic. Fro me,
most emails are shown in HTML. But some are still shown as text, with the HTML
as a file attachment. So there’s some issues with HTML still.
Try sending emails from different sources.
Maybe it doesn’t like the HTML you’re sending it.

sure this is really easy and I am just missing it -

am having trouble finding an option to view tickets in HTML format in OTRS.
Everything is being converted to text and I would like it be HTML (for
formatting, inline images, styles, etc…). I was under the impression that
2.4.4 allowed this.
