You can send reports to e-mail using mkStats.pl 
http://doc.otrs.org/2.3/en/html/x2376.html#stats-mkstats

You could generate a (Perl) script that runs a predefined stat (all open tickets for certain queues) and emails that to the agents. I think this will cover your requirements.
Depending on how far you'd like to take this you can automate the e-mail address gathering and queue selection parts. That would require some labour on your own side, though.
