I think you are looking for default attachment!? You can define default attachments for each response. AgentFrontend -=> Attachment (add some attachments) -=> Responses (you will have attachments to select) You will have "default" attchements on compose screen (from the otrs repository). And you still have the other option to attache a attachment via http upload. Is is what you want?
