[otrs] Changing the Lock behavior

I would prefer to have the system not lick tickets unless I specifically asked it to. Our MO is to pull tickets into our own queue, but we want to be able to easily see the other folks cases at all times. Can I change the system so that tickets are only locked is I decide to lock them?
