In Kernel/Ticket.pm change

# create ticket number if not given
if (!$Param{TN}) {
     $Param{TN} = $Self->CreateTicketNr( );
}

to

# create ticket number if not given
if (!$Param{TN}) {
     $Param{TN} = $Self->CreateTicketNr( QueueID => $Param{QueueID} );
}
