We are using OTRS at UAM for a long time and it works fine.
Please check your configuration so that you will have the same char set everywhere.
We also had problems when we used ISO char set but migrating to UTF-8 fixed it.

Look espacialy at ZZZAuto.pl and Config.pl
Look for $Self->{'DefaultCharset'} but also other options with 'charset'.

For example :Writing anything using polish letter for creating ticket, so after cerating ticket th e polish characters get replaced by its ASCII code or other special characters.
 
Ex-  ‘połączeniem się’  becomes ‘po³±czeniem siê'
 and  'Berczyński' becomes 'Berczyñski'
 
What to do ..?
