You could achieve this using ACL. I would recommend Kix4OTRS addon, which adds Dynamic Dependent fields, that are configurable using Admin Interface.

I am using OTRS 4, i want to create Dynamic Field

Eg : Category, Sub-Category, Sub-Sub Category, Sub-Sub Category

If Category is ABC than Sub-Category is XYZ etc.
