Sorry, I misread you. You might want to look into the System->Signature settings.
Better take a look in the Response settings in the admin area :). There you can change the content of the "empty answer" template.
Thanks for the answers, but when I go to Responses > empty answer > change, it is truly empty, will it use a hard-coded default unless there is something in there?
