Windows SBS are available remotely via RemoteWorkgroup(a web-based RDP). If you have enabled this you simply access it via HTTP(S). If the admin enabled RDP and allowed it through the FW then that might be an option. Since you don't seem to know about the server administration. It will be far easier to walk over to the box and use the keyboard, mouse & monitor. We could be explaining how to access your server for a while since we don't know how it was setup.

That depends on how you can access the server in general. Can you login via SSH? VNC? NX? (Telnet? Etc.?) If so, you can use that method to run mysqldump from a terminal. You could also use some local MySQL command line or GUI client on your own computer if MySQL is configured to allow remote access for the user that can access the OTRS database.
phpmyadmin has to be downloaded separately is it??
Yes, it's a web interface for MySQL.
