The DefaultLanguage setting in Framework->Core however still does not work. I've set it to "it" but any newly created user/customer still gets English as the default language. Any idea of why this happens? I've deleted all unneeded languages in DefaultUsedLanguages leaving just "it" and "en".

In SysConfig you can edit default notifications parameter for all agents.
Show here Ticket -> Frontend::Agent::Preferences
Configure DataSelected to 1 (=Yes)
