Hi Jason,
OTRS 2.4 is not released yet, it is still beta and there are still a few
bugs open for it in the bugzilla. I would advise against running it on
production.
Also, there is no ITSM version with support for the 2.4 framework. The
latest release is designed for the 2.3 framework, resulting in the errors
you are experiencing.
If you'd like to work with the 2.4 framework and ITSM you COULD work with a
cvs checkout, that would work but is not at all suited for production use.
You could use that for testing and development only. Refer to the
developer's manual on http://doc.otrs.org for instructions to set it up.
For now, I'm not sure what environment you've upgraded to 2.4beta3 but I
would suggest restoring a 2.3.x backup and work with that until 2.4 is in GA
and a supported ITSM module is released.
