Did you do a manual install or a package install?  I just go to Admin->Package Manager->Update->Install (FAQ) and once it's installed, the FAQ button shows up in the Admin.

Actually, even regular screen will show the FAQ button too.

and changed that to

http://otrs.terraworld.net/otrs/index.pl?Action=AgentFAQ&Subaction=Category

and was greeted by the "FAQ Category" section, in which I can add
Categories.

I'm concerned why Admin->FAQ is not available, though. Perhaps there is
some sort of error in my installation.
