I found the problem . it should have been :

    $Self->{'AuthSyncModule::LDAP::UserSyncInitialGroups'} = [
        'users',
    ];

I think it might simply be that you need to remove the comma before
the closing bracket.
I expect that because of the comma it is passing the data through as
an array and doesn't like it.
