It's termed as "subscribe" in my system but yeah, turning on the feature just enables the ability to "watch" tickets.  It doesn't automatically add every new ticket to your watched list.  "StatusView" is more along those lines.  With "watcher" enabled, you should see a new link across the top when you are "zoom"ed on tickets named "subscribe".  Any ticket you "subscribe" to will show up in your "Watched Tickets" list until you "unsubscribe" from it, even once it's closed.  I think the idea is so you can see what the resolution was if you happened to miss it.  Very handy feature I think.

In order to watch a ticket you have to click the 'Watch'-link on that
ticket.
