I have checked Sysconfig and  Ticket::Frontend::AgentTicketOwner###Owner parameter is set to 'Yes'. I still couldn't find the solution.

Thanks for your answer at first. I am using the Owner menu which is under People Menu. I cleared cache and rebuilt config after upgrade. 

On the other hand, i can update ticket owner from responsible menu.

Any ideas?
