Check the cron schedule for user OTRS. There's a postmasterpop3 job which is scheduled to run every 10 minutes by default. You can change it to whatever you like.

Be aware that checking every minute gives customers very snappy replies but can leave you with serious amounts of garbage to clean up in case a mail loop happens between OTRS and a bad vacation responder.
