DId you try to limit available states on :

Ticket::Frontend::AgentTicketEmail###StateType:
Next possible states after an email ticket.

Ticket::Frontend::AgentTicketPhone###StateType:
Next possible states after a new phone ticket.

an e-mail one, the list allows him to assign many other states: open,
closed, pending, and so on...
