Following your instruction I modified the value in "Frontend::RichText::DefaultCSS" to add new fonts, but it doesn't work since I can not see any newly added fonts in ckeditor.
 
The worse thing is that I still can see all default fonts in ckeditor even if I have set the value of "Frontend::RichText::DefaultCSS" to empty.

The fonts that are displayed in the rich text editor in OTRS are fonts
that are on your local system; not on the OTRS server. So you can
select a different font to be displayed in the editor, but it should
be a font that the client has installed.

You can select to use a different font in CKEditor by modifying this
value in SysConfig:
RichText::DefaultCSS under Framework -> Core::Web.
