I imported the Defaults.pm file from my Unix system.
 
It contains definitions of paths as follows
 
Line 745
 $Self->{'Home'} = '/opt/otrs';
 
Should I change this to a Windows path. Would that be
 
C:\Program Files\OTRS\OTRS\
 
??

Why is the file missing?
I wonder why it would try Unix Paths on a Windows system...
