I also have the same problem, doc on otrs.org website is 3.5 Mb and seems corrupted.

By the way, I saw that on the otrs.de ( more commercial website), the PDF is good and is 6.8 Mb, so you can grab it there : http://www.otrs.de/en/download/manuals/
