Thank you for your answer, but I'm new to OTRS so I don't understand very well your solution, but I can explain again, my problem.
So I want to move a new ticket to another queue which the owner is the administrator to send them to the responsible to validate them with OK or Not Ok after that I will move them to the original queue.

I hope that you understand me now.

Give the user(s) the "move_into" permissions for the queue...
