Has anyone added a button on the navbar so that when clicked it would display an html page?

Heya group,

Is it possible or has it been done were a new toobar item could be created called “Downloads”  in the customer interface.

I was hoping to create RSS feeds of files available for download.  Can I even create an rss feed in a new tab?
