Then something is not configured properly because a user with 'ro' cannot do either of the things you mentioned. Can you give more details about the setup? What group(s) is the user a member of? What permissions does the user have in each of his group(s)? List your queues and the group that each queue belongs to (only groups that the member belongs to). Tell us what a user can or can't do in each queue. etc - you get the idea.
