If an incoming email includes an email header like 'Precedence', 'Mailing-List', 'X-Loop' or 'X-No-Loop' then OTRS will _not_ send any auto responses because the email is a bulk email. Normally you don't want send auto responses to the sender of a bulk email. But if you know what you are doing, copy the 'PostmasterX-Header' config array from Kernel/Config/Defaults.pm into Kernel/Config.pm and remove the headers which you want ignore.
