A Configuration Management Database or CMDB is a database used to store Configuration records throughout their life cycle. A CMDB is part of the Configuration Management System, and there may be several databases within the system. Each CMDB stores attributes of and relations between Configuration Items.
About locking, it's a way of claiming responsibility for a ticket. When you as user document a ticket, you also lock it to yourself. The action can be undone and that way the ticket goes back to the queue you initially took it from.

CMDB means Configuration Mangement DataBase and is structure to support ITSM. All Config Items are saved in CMDB. Notice that CMDB is not an database in a technical point of view.
