I do not see a framework section. I also don't see any subgroups. What am I missing?

I'm not sure what you're looking for; are you using OTRS on Windows?

You can configure the SMTP server to use for delivering of emails via

Admin > SysConfig > Core::Sendmail as described in the manual:
