YES you can!!
You can give read rights (or/and move into rights)to a group
If you want the group with these rights to see/show the queue (otherwise
they would only be able to search tickets in that queue), you will have
to edit config.pm:
$Self->{QueueViewAllPossibleTickets} = 1

I advice to switch over to v2.x due to better implementation and more features on access rights. For example, you can define ACLs. But also the documentation off v2.x lacks in this point - alternatively you can search this mailing list.

Thank you for the reference. I went to search for such info in the archives, "user queue permissions" gave some interesting results but not for 1.3 of otrs. If you can remember such discussion and could give me a direct link or some key words to search by it be a big help to me.
