      did you try to see if there are some denied message in dmesg or just a
try with "setenforce permissive" and then (if it was the problem)
adjust rules ?

I'm trying to install the OTRS in RedHat 5 Enterprise Server with

code, but I have been receiving the following message:
Forbidden
You don't have permission to access /otrs/installer.pl on this server.
Additionally, a 403 Forbidden error was encountered while trying to
use an
ErrorDocument to handle the request.

The Apache was set to starting up with apache user that was assigned
to
apache group. I configured the following permissions:
root@otrs:/opt# useradd -d /opt/otrs/ -c 'OTRS user' otrs
root@otrs:/opt# usermod -G nogroup otrs linux:/opt#
SetPermissions.sh /opt/otrs otrs apache nogroup apache
I got the permissions bellow:
