Read this from the docs: http://doc.otrs.org/1.3/en/html/permission.html And afther that, look at the Admin GUI, you'll find there everything you need to click ;-) Basically, you need to create a new group, put user Alpha into it and assign permissions to queues "Uno, Dos, Tres" for that group. I think that users must be members of the admin group to be able to manage queue-group-users permissions... or you could play with the permissions in section "module group permissions" in Config.pm (copy the options you want to change from Defaults.pm to Config.pm). This is almost certainly a FAQ but I can't figure it out...I expect I should be able to create a set of queues (found that), and then somehow assign different users/groups to different queues (where I'm stuck).
