When upgrading OTRS the version will stay at 1.13, but at a clean install it will be 1.14.

But to be on the safe side and to have a clean system I would recommend to simply replace the file manually with the recent file. Regarding the reason I don't know the answer, sorry. The source archive for example contains the correct version. Maybe if you tell how you did the upgrade this will become clearer.
