I think you are using 2.3 templates in 2.4.... Can that be?
no, I renamed the old dir and made a fresh install into a new one. just to make sure: what would I have to check?
Check the Version ID of AgentTicketQueue.dtl against the CVS Version.
both are rev 1.9 So, seems to be a bug http://bugs.otrs.org/show_bug.cgi?id=4188
