I think the best solution is to query the database directly.
Take a look at ftp://ftp2.otrs.org/pub/otrs/misc/otrs-2.2-database.png (check the right version of your OTRS) for the database schema.

I want to generate a daily summary on the states of all open tickets in the system, which are beyond a certain time (escalated) and send this via mail to certain people (e.g. the queue administrators).
