      I made some changes on the config.pm thus i need to restart the otrs in order to see the changes.

I of course tried restarting httpd and mysqld but still i dont think thats it.
if the file is not there what should i do? is there any other way to restart otrs?

otrs is a "lamp" or I'm wrong ? just check if apache & mysql are running or try to restart them:

service httpd restart
service mysqld restart
