CPAN uses standart ftp/http clients which it has found during configuration, like ftp, ncftp, wget, lynx, etc.. at my box CPAN configuration resides in /usr/local/lib/perl5/5.8.7/CPAN/Config.pm I think you can remove configuration file and CPAN will start configuration dialog during next run.
