I think there is a missing $ENV variable like (http://lists.otrs.org/pipermail/otrs/2002-September/000251.html).
Add the line 'LD_LIBRARY_PATH=/usr/local/pgsql/lib' to the .procmailrc (on the top). Is it working now?
