There is a proxy set in our lab...so I have no option..:-)
Yes,I have thought about and am reading the admin handbook that's why I tried setting the Core::Package config value.

In admin home of web interface, OTRS news and Product News both are showing error
Can't connect to: http://otrs.org/product.xml (500 Can't connect to otrs.org:80 (Bad hostname 'otrs.org'))
Can't connect to http://otrs.org/rss/
